The Information-Driven Energy Consumption under Block-Tariff Pricing 1: School of Data Science, Fudan University, Shanghai, China; 2: School of Economics, Fudan University, Shanghai, China; 3: Institute for Big Data, Fudan University, Shanghai, China This paper studies residential electricity demand under increasing-block pricing using high-frequency billing and payment data in Shanghai. We exploit the timing gap between tariff threshold crossings and bill payments to distinguish responses to actual price changes from responses to perceived price changes. We find insignificant evidence that households adjust consumption immediately when marginal prices change. Instead, demand responds primarily after consumers receive and pay their bills, suggesting that electricity use is guided by bill-based price perceptions rather than contemporaneous marginal-price incentives. Households at lower tariff blocks would respond more compared with ones using more energy. Counterfactual analysis further measures potential consumption distortion under alternative price perceptions. These findings suggest that simpler tariff schedules and clearer threshold reminders may improve the effectiveness of increasing-block tariffs. | |
