Regional adaptation to SLR in a dynamic setting: the case of Zeeland, The Netherlands Wageningen University and Research, The Netherlands This paper studies how climate uncertainty affects the timing and composition of adaptation investments. The key mechanism is that adaptation technologies differ in irreversibility, state-contingent payoffs, implementation lags, land requirements, and public-good benefits. We develop a dynamic regional adaptation model in which a planner allocates resources among productive capital, grey protection, and nature-based adaptation before and after sea level uncertainty is resolved. The model shows that the prospect of receiving information in the future can cause delay of irreversible grey infrastructure investments whose benefits are concentrated in severe climate states, while increasing the relative value of early nature-based adaptation when benefits are broad, slow to mature, or partly non-market. The analysis frames coastal adaptation as a portfolio-allocation problem under uncertainty. It then uses macroeconomic modelling tools to trace the effects of sea level uncertainty and adaptation decisions on land allocation, sectoral production, trade, public-good provision, and welfare. | |
