Evaluating Deforestation Baselines for Voluntary Carbon Credits in Protected Areas of Sub-Saharan Africa Institute for Food and Resource Economics, University of Bonn, Germany Credibility concerns about the Verified Carbon Standard (VCS), amplified by recent causal evaluations and market fallout, have raised doubts about REDD+ carbon crediting. In response, Verra introduced a new jurisdictional baseline methodology to address past methodological issues. We evaluate this approach by comparing two consecutive six-year jurisdictional baselines with Synthetic Control counterfactuals and a preceding project-level methodology, using forest-loss data (2001-2023) for four protected areas in Sub-Saharan Africa. The jurisdictional approach performs closer to the Synthetic Control than its predecessor, yet the majority of baselines did not closely track it, with estimates varying across sites and periods. Our findings suggest that baseline reliability remains sensitive to the definition of reference region and risk model specification, warranting further rigorous evaluation. | |
