Latent Heterogeneity in Citizen Preferences for Multifunctional Green Infrastructure Shiga University, Japan Urban green infrastructure (GI) is widely promoted for its multifunctionality, yet its social acceptance depends heavily on local risk perceptions. This study examines citizen preferences in Sapporo, Japan, using a factorial survey experiment (FSE) with 1,231 residents analyzed via random-effects and finite mixture beta regression (FMBR) models. Results show that citizens generally prioritize safety-related functions, such as flood mitigation, over amenities. Unexpectedly, water quality improvement was consistently evaluated negatively. Qualitative evidence suggests this reflects an ecosystem disservice perception, citizens associate cleaner waterways with salmon migration and subsequent brown bear intrusion. Heterogeneity analysis identified three latent classes: a Multifunction-Oriented group, a cost-sensitive Disaster-Prevention group, and a spatially clustered Low-Response group. These findings challenge the assumption that "more nature is better" in cities adjacent to wildlife habitats. Consequently, GI policy must move beyond uniform promotion to include targeted risk communication and spatial designs addressing diverse safety concerns. | |
