Payments for Ecosystem Services Under Regulation: Evidence from Brazil's "Reflorestar" Program 1: Southern Methodist University; 2: Oregon State University; 3: Amherst College Although incentives frequently overlap with direct land management regulations, the cost-effective design of payments for ecosystem services (PES) in the presence of command-and-control regulation remains poorly understood. We study this question using Brazil’s Reflorestar program, a large-scale PES for forest restoration that operates under the Forest Code, which requires private landowners to maintain native vegetation on a share of their land. We analyze enrollment patterns, estimate program additionality using staggered differences-in-differences, and estimate willingness to accept (WTA) using plausibly exogenous spatial variation in offered payments. We find positive reforestation impacts with magnitudes and costs comparable to avoided deforestation initiatives. We also examine strategies to improve cost-effectiveness. In the presence of overlapping command-and-control regulation, cost-effectiveness is increased by targeting restoration PES to landowners who are already compliant with the Forest Code or are in municipalities with greater enforcement capacity. | |
