Estimating the Opportunity Costs of Biodiversity Provision under the CAP 1: Technical University Munich; 2: Technical University Munich; 3: Technical University Munich Agri-environmental-climate schemes (AECS) can improve the provision of environmental goods and services from agriculture by compensating farmers for either implementing environmentally friendly management practices or obtaining ecological results. A key unresolved question is whether the opportunity costs (OC) of biodiversity provision differ across farmers participating in different AECS, and whether stated marginal willingness to accept (MWTA) is a reliable proxy for production-frontier-based opportunity cost estimates. Despite the growing use of economic experiments to elicit farmers' compensation requirements, no study has directly compared MWTA with frontier-derived OC, particularly across action-based (ABS) and result-based scheme (RBS) participants. We contribute to filling this gap by combining two complementary approaches: a two-output Data Envelopment Analysis (DEA) model to estimate shadow values of grassland biodiversity, and a discrete choice experiment to elicit farmers' marginal MWTA for biodiversity provision. We apply our analysis to the Federal State of Bavaria, Germany, where a pilot result-based grassland conservation scheme was implemented from 2015 to 2022, using farm-level ecological data captured through a biodiversity index. Our results indicate that farms participating in RBS show slightly higher efficiency scores and lower opportunity costs compared to those in ABS or no schemes. Median MWTA (110 €/species) and median opportunity costs (73 €/species) are broadly aligned at the aggregate level, with no significant differences across scheme groups in either measure, suggesting that stated compensation requirements and production-frontier-based costs capture similar underlying cost structures. However, trends differ between groups and individual-level alignment remains limited, with only 18% of respondents having MWTA within ±30% of their OC, pointing to the role of transaction costs, risk, and non-monetary preferences in shaping compensation requirements. These findings underscore the importance of accounting for cost and preferences heterogeneity in the AECS design. | |
