Information frictions, overconfidence, and learning: Experimental evidence from a floodplain IIASA, Austria I use an online experiment to study whether offering information to floodplain residents changes perceived risk exposure and insurance demand. Participants are offered individualized information on flood risk at their address and on national compensation rules. Respondents tend to misperceive their flood maps risk category, but express high confidence in their guesses. Prompting respondents to engage with personalized flood-risk information lowers willingness to pay for insurance, but does not induce corrective belief updating. Instead, the evidence points to disengagement and backlash, particularly among residents of high-risk areas, who are also those facing the highest expected damages. Information provision widens rather than narrows the insurance gap for the most exposed residents. | |
