The Hidden Climate Cost of Large-Scale Water Infrastructure 1: Peking University, China, People's Republic of; 2: Chinese University of Hong Kong, Hong Kong S.A.R. (China) Large-scale water infrastructure can raise agricultural productivity by relaxing water constraints, but it may also generate unintended environmental costs. This paper examines the impact of China's South--North Water Diversion Project (SNWDP) on agricultural methane emissions. Using a staggered difference-in-differences design, we find that increased water availability raises methane emissions in recipient counties by more than 1,000 tons annually, offsetting 8.1--8.6% of the project’s estimated production gains. The effect operates primarily through a shift toward water-intensive rice cultivation and is larger in counties that implemented land titling, consistent with stronger production responses under more secure property rights. These findings highlight the importance of incorporating non-CO₂ greenhouse gas impacts into the evaluation of agricultural development policies. | |
