The fourth United Nations Development Goal wants all youth and most adults to achieve numeracy by 2030. A UK-definition is essence-based by saying ‘math before numeracy’. A US-definition is existence-based by saying the opposite. ‘Essence-math’ uses 1D line-numbers without units built on the claim that 1+1=2; and defines operations from addition. ‘Existence-math’ uses the 2D counting-numbers with bundle-units that children bring to school as 2 3s and 4B2 5s; and defines operations as pulling and pushing bundles away and back when counting and recounting. With bundle-units, losers become users.
