The effect of information provision on climate change and biodiversity loss on the support for pro-environmental food and agricultural policies University of Kassel, Germany The current food system is a major contributor to climate change and biodiversity loss. Therefore, appropriate policies are needed to mitigate the damage caused by this sector. This study uses data from a representative survey of over 3,000 German individuals to empirically examine support for various pro-environmental food and agricultural policy measures discussed in public and political spheres. The data show widespread support for many of these measures. Consistent with prior studies, the data reveal higher support for pull policies (e.g. tax decreases on plant-based foods) over push policies (e.g. tax increases on dairy products). Our econometric analysis using generalized Poisson regression and multivariate binary probit models reveals that individuals who follow a meat-free diet have significantly higher levels of support for all considered pro-environmental food and agricultural policy measures. This may be partly due to self-interest (e.g. for the decrease in taxes on plant-based food). Additionally, economic preferences such as risk-taking, patience, altruism, and negative reciprocity are positively related to general support for pro-environmental food and agricultural policy measures. The survey also included a randomized controlled trial to test whether providing information about the damages caused by the current food system in terms of climate change and/or biodiversity loss could stimulate support for pro-environmental food and agricultural policy measures. The experimental analysis shows that information on climate damages increases support for general pro-environmental policy and specific policy measures (e.g. increased financial support for organic agriculture). However, the positive effect of biodiversity damage information or of combining climate damage information with biodiversity damage information is not as robust. In conclusion, information-based policy initiatives on the climate damages caused by the current food system can increase support for pro-environmental food and agricultural policies, at least in the short term. | |
